LEGO Technic vs Creator Expert - form & functions, who wins?

Traditionally LEGO Technic sets are aiming for functionality, and Creator Expert sets have a very detailed look. I'll take a look at some recent examples where this balance seems to be off, and try to figure out what should be the best path to follow.
