►4 Tbsp unsalted butter softened
►⅓ cup warm milk
►1 tsp baking soda
►2 cups minus 1 tbsp all-purpose flour
►1½ Tbsp unsweetened cocoa

►14 oz can sweetened condensed milk (raw/uncooked)
►8 oz package cream cheese, soft at room temp
►¾ cup of very cold heavy whipping cream
►1½ Tbsp powdered sugar
