Premiere Pro CC: Low-Level Exception QUICK FIX! - ImporterMPEG (Importer:8)

A low-level exception occurred in ImporterMPEG (Importer:8). If you're getting this error in Adobe Premiere Pro CC 2019, here's a quick fix.
