The plan to build the tomb of Abu Ali Sina on the occasion of the thousandth anniversary of the birth of Abu Ali (1330 solar) was one of the first works of the second period of the National Works Association. The founding board of the National Works Association in 1324 AD, assuming the superiority of combining old and new architecture, organized an architectural competition between the architects of that period, which with the favorable opinion of Andre Godard and Mohsen Foroughi, Houshang Seyhoun's design was selected as the best design. The prize for the best design was the construction of the building. After the final approval of the plan in 1326, the National Monuments Association decided to build the tomb of Abu Ali Sina. According to the Seyhoun National Monuments Association, he was in Paris at the time to complete his education.
