Tasty Koobi ANGWA MO feast - Ghanaian Rice Pilaf - How to make Ghana Oil Rice with cured fish

INGREDIENTS:
* palm size salted tilapia
* 5 cups jasmine rice
* 1 large onion
* cloves garlic
* 6 sprigs of scallions chopped. Use half to cook rice and rest for garnish
*.4 small bay leaves
* 5 Thai chilis (optional) substitute with 1 habanero chili
* salt to taste
* 1/4 tsp crushed white pepper
* 1/2 tbsp all purpose seasoning (substitute with 1 small chicken or vegetable bouillon)
* 1 cup cold pressed coconut oil
* 6 cups water
