Who Pavel REALLY IS in GTA Online?

Pavel is one of the most respected characters in GTA 5 Online. Unlike some annoying GTA V NPCs Pavel is friendly, helpful, takes just a small fee from Cayo Perico Heist (despite the fact that he runs Kosatka without any crew or help) and the most importantly calls You Kapitan! But there is something about Pavel that You need to know - he is not Russian, I bet he doesn't even speak Russian Language like at all.
