It was on its beaches that Bernard Kouchner posed in 1992 with a bag of rice on his shoulders. Somalia and its capital Mogadishu, ravaged by civil war, were hungry and the world was coming to their aid. 29 years later, everything is worse.

No state, no public facilities, ruined buildings, almost no army or police, most of the country escapes government control.

For 3 weeks, Stéphane Girard was able to film in this country where death threatens on every street corner. He followed the daily life of young Somalis, between poverty and dreams of exile in Europe, he was admitted into the clans which administer justice in place of the state, he managed to film in the prison of Mogadishu, the oldest in Africa, the most dangerous too, where hundreds of mixed terrorists, children and hardened criminals are crammed together 50 per cell.

He also followed the mayor of the city who tries with paltry means to bring security back to its streets. A fight that the councilor will pay with his life.
